Enterprise Catalog System (SB 272)

Overview

California Senate Bill 272 (SB 272), adopted in 2015, added Government Code §6270.5 to the California Public Records Act. The law requires local agencies to create and annually update a catalog of enterprise systems and to post the catalog in a prominent location on the agency’s website. This catalog lists systems that store, collect, exchange, or analyze information used in District operations.

Definition of an Enterprise System

An “enterprise system” is a software application or computer system that:
1. Collects, stores, exchanges, or analyzes information used by the District; and
2. Is multi-departmental or contains information collected about the public; and
3. Serves as a system of record (an original source of data within the agency).

Required Information Included in the Catalog

For each enterprise system, SB 272 requires the District to disclose:
- System vendor
- System product name
- The system’s purpose
- A general description of categories or types of data maintained
- The department that is the system’s primary custodian
- Frequency of data collection
- Frequency of data updates

Exclusions

The following systems are excluded from SB 272 disclosure requirements:
- Information Technology security systems (firewalls, cybersecurity protections)
- Physical access control and employee identification systems
- Video monitoring and surveillance systems
- Infrastructure and mechanical control systems (water, sewer, natural gas, electrical, streetlight systems)
- Systems related to 911 dispatch and emergency services
- Systems or information whose disclosure is restricted by law (e.g., Gov. Code §6254.19)

Annual Review and Updates

This catalog is reviewed and updated at least annually, or as systems are added, retired, or replaced, in accordance with Government Code §6270.5.

Availability and Public Access

This catalog is posted on the Ironhouse Sanitary District website and is available to the public upon request, in accordance with the California Public Records Act and SB 272.
