Director Dawn Morrow has been a resident of Oakley for more than 30 years, where she and her husband raised their family and remained active in the community.
Morrow brings a distinctive perspective to the Ironhouse Sanitary District Board through her background in both infrastructure development and public service. She spent more than two decades working as a union millwright on major industrial and public infrastructure projects throughout California, including wastewater treatment facilities and power generation plants. This hands-on experience provides her with a practical understanding of the systems that protect public health and the environment.
Her experience working directly on complex infrastructure projects gives her a unique perspective when evaluating long-term capital planning, infrastructure investment, and operational reliability for the District.
In addition to her work in the skilled trades, Morrow is a small business owner specializing in communications, marketing, and public outreach. She previously served as Campaign Manager for a Contra Costa County Supervisor and later as District Representative, where she worked directly with residents, local governments, and regional partners to address community needs.
Morrow currently serves as Chair of the East County Water Management Association and Vice President of the Contra Costa Special Districts Association, where she collaborates with regional agencies on water policy, infrastructure planning, and long-term resource management.
As a Director, she is committed to transparent governance, responsible stewardship of public infrastructure, environmental protection, and the maintenance of reliable wastewater services for the communities the District serves.
